About Us

Luk Heung Commons is a 30-month culture-led placemaking project starting in 2026 at Luk Heung Campus, Tai Po. Funded by ZeShan Foundation, the project is delivered through a strategic collaboration between Happy Ageing Lab Foundation (HALF) and Evangelical Lutheran Church Social Service – Hong Kong (ELCSS-HK). The project aims to transform the existing Luk Heung Campus into Luk Heung Commons, a community hub that connects people, builds community capacity, and promotes well-being through creative, participatory means. Luk Heung Commons will serve as a collaborative platform for creative community-based practices to develop capacity and resources in the community for promoting positive neighbourhood transformation. This project represents the coming to life of a long-held vision: a physical and social space where residents can meet, create, share resources, and weave resilient bonds of mutual support and care.

About Luk Heung Public School

The six villages in Plover Cove (船灣六鄉) began with two village schools: Sam Kwong Public Primary School (三光公立小學, located in Tai Kau Village) and Yuk Kwan School (育群學校, located in Nai Tong Kok, between Wang Leng Tau and Chung Mei Villages). When the government planned a large-scale village relocation, the villagers stated that children’s education should continue without interruption, and the construction of a new school became part of the relocation arrangement. The government merged the two schools into Luk Heung Public School (六鄉公立學校), which was officially opened in 1966 by the then Governor of Hong Kong, Sir David Trench (戴麟趾爵士).

The school later closed in 2006 due to declining student numbers. Since 2007, the site has been used by the Evangelical Lutheran Church of Hong Kong (基督教香港信義會) and has been renamed as Luk Heung Campus (六鄉學習園地), serving as a community space. Moving forward, arts and culture will be used to explore and highlight the resources and potential of the community. The aim is to develop a community hub where people can meet, create, and share resources, and enrich everyday life through mutual support and exchange.
